Operations management and constructive maintenance should not be independent 

It is important for an asset manager to know how their assets are performing, from both the operations point of view and, of course, from the constructive maintenance point of view. For example, the number of repairs, the number of executed work orders, and the number of hours each operations team is spending on a certain asset for service are all excellent indicators of condition. Each will affect the short to long-term planning of constructive maintenance treatments.

Potholes on a road can be used as an example of measuring long term planning. The number of potholes is usually a good indicator about the structural condition of a pavement. If the pavement management engineer knows the number of potholes to be repaired over the network (having the list of pothole repair work orders available), he can change the prioritization in his maintenance construction program to make the user (usually they do not like potholes) more happy. To have this information available, operations must be linked with the PMS, as in dTIMS.
