Challenge

New Zealand councils are in the process of updating their Activity Management Plans (AMPs) and Long-Term Plans (LTPs), in conjunction with preparing business cases for the 2018-2021 investment through the National Land Transport Fund. This means road asset managers face the challenge of ensuring they have a solid and reliable evidence-based business case to secure their funding.

In recent years TDC has experienced rapid growth including Aucklanders shifting to the region in search of a better lifestyle, and a growing expat community. This has put pressure on infrastructure budgets, especially with an ageing population and relatively low incomes.

There was also a push within TDC to save costs and reduce debt projections. TDB was challenged to test different investment scenarios to ensure they were spending the right amount of money.

Solution

TDC secured dTIMS through the IDS dTIMS Bureau service. They were able to test the results of different investment outcomes through dTIMS to determine the long term effect of our scaled network, in terms of roughness, cracking, and age. Results from the data was used to update the forward works programme.

Results

TDC was able to save the community money in the short term without compromising the future condition of the network. Outcomes from modelling an asset network effectively can help justify funding in long-term plans.
