Central Otago did not have a rehabilitation programme for their road network.

They needed a solution to make predictions on the condition of a road network over long time periods, where alternative methods were only able to predict for shorter periods of time.

Solution

Central Otago choose dTIMS as part of the IDS dTIMS Bureau Service. FWD tests were completed as part of the recommendations. The dTIMS system was used to forecast the maintenance needs and the amount of spending that was required for the sealed network in Central Otago.

Results

As a result of using dTIMS, the Central Otago District Council has managed to achieve, on their annual forecast, a savings of approximately $300,000.

Outcomes of modelling have been tremendously useful in many aspects. The predictions showed a much reduced resurfacing programme, as much as a 28% reduction in resurfacing.

Reseal needs that historically were limited to a 3-year period were pushed to include 10, 20, and 30 years periods. When the predicted outputs from dTIMS were compared to the actual on-site conditions, it was found that the predictions which identified the sites that needed resurfacing were highly accurate.
