Challenge

In 2015 ASHGHAL was two years into a three-year contract to have software and data collected for a proposed national pavement management system for Qatar. The original software provider had not delivered on their promises.

Deighton accepted the challenge to deliver a brand-new National Pavement Management System in only 10 months’ time. Deighton worked with ASHGHAL and the main contractor to develop a PCI-based pavement management system from the ground up to be implemented within the dTIMS asset management software platform.

Solution

Deighton was called in on the project to assume the duties of software provider for the national pavement management system and only had 10 months to complete it, compared to 36 months that was originally allocated with the previous software provider.

A PMS database was configured within dTIMS to store and manage the pavement condition and inventory data required to support the network level analysis.

Indexes and related performance models were developed by engaging subject matter experts from ASHGHAL, Deighton, and other Deighton clients for individual pavement distresses.

Individual distresses were then combined into a custom PCI that served as the objective function for the dTIMS optimization. Individual distress indexes are used in the dTIMS analysis to trigger recommended treatments to be combined into specific treatment strategies for each pavement analysis section.

Results

dTIMS was implemented successfully at ASHGHAL. Subsequent contracts saw the upgrade of dTIMS to the web-based version of the software, dTIMS BA, along with a support and maintenance program administered through Deighton’s European offices in Austria.
