Overview

In 2021, HDOT officially selected Deighton as the supplier for their new pavement management system, permitting the use of dTIMS BA in the agency to manage all pavement assets. HDOT valued the way dTIMS operates to make calculations and optimal recommendations and was eager to implement an automated PMS. As this collaborative effort began, they took full advantage of Deighton’s worldwide experience and relied on the team for guidance and recommendations.

Challenge

There were several challenges faced by the implementation team, including:

  • Severe time constraints of 6 months to get the PMS operational for the FWHA TAMP submission deadline.
  • Unique risks such as earthquakes and lava flows in the optimization.
  • Budgeting requirements that required triplicated treatments.
  • Budgeting across functional asset classes.

Solution

Given the highly configurable nature of dTIMS BA, the skill and expertise of Deighton’s implementation team, and the active participation of HDOT’s project team – Deighton was able to offer solutions and implement the PMS in approximately six months from project kick-off to closeout, despite these uncommon challenges.

The solutions to these requirements and challenges included:

  • Dividing segmentation by landmarks – a new factor in a dTIMS BA Implementation.
  • Accommodating three different types of analysis parts: project length segments, tenth mile segments (average condition across all lanes), and tenth mile segments (focusing on right lane only).
  • Configuring the PMS to allow for budgeting across NHS classifications (Interstate, NHS, non-NHS) and categories for preservations and rehabilitation.
  • Custom deterioration models for performance predication

Results

Due to the configurability of dTIMS BA, the experience of Deighton’s implementation team, and the collaboration with HDOT, the department now has a working PMS that started with the MAP21 template and expanded to include client specific models and treatments. Some of these being the first unique specifications Deighton has implemented to date.
