Challenge

The Central Mississippi Planning & Development District (CMPDD) needed a new pavement management software program to replace their existing system – RSMS. This was a free software and the most recent operating system it worked with was Windows XP.

CMPDD was also looking for a system to manage all the infrastructure assets on their functional class system. Their pavement inventory only included pavement condition and some shoulder data. They wanted to identify and map pavement condition, shoulder type, bridge location, intersection types, sidewalk locations and conditions, just to name a few.

Bridge condition existed in the State's existing dTIMS system, and a sign inventory existed in another legacy software package. CMPDD wanted the ability to integrate their new PMS with these external systems to leverage data that they previously did not have access to in their PMS.

Pavement condition data had been collected manually with a paper-based system in the past. CMPDD was looking for a system that enabled data to be input in the field from a tablet.

Solution

Mississippi Department of Transportation (MDOT) was also using dTIMS and had additional licenses and a mandate to assist local agencies within the State. CMPDD and Deighton worked together to define the street network, load the historical data, develop the analytical models and other required dTIMS parameters and generate a long-term strategic plan.

Results

Future work will include implementation of a the mobile application to replace the paper-based pavement data collection.
