Challenge

Port Macquarie hastings Council (PMHC) had under invested severely in pavement routine maintenance and renewals. The challenge was to get the asset back to a level of service within a constrained budget. This could only be achieved through optimising the forward works program.

PMHC set out to implement a pavement management system to assist in prioritising pavement related works within an environment of a significant asset renewal backlog. The system needed to align with industry best practice and complement internal resources that were very experienced and knowledgeable of the geographical and social elements of the local coastal region.

Solution

dTIMS was selected and implemented to manage pavement assets including inventory management, historic and current condition, surface and pavement renewal history and optimised forward works program.

A Markov model implemented as historic data was limited. A pavement condition index was developed and used to optimise the works program. Full documentation and staff training programme was developed and delivered (Talis)

Results

PMHC are seeing good results from the implementation and are now considering managing and modelling other asset classes.

Future work will include implementation of a the mobile application to replace the paper-based pavement data collection.
