Overview
In 2023, DTP engaged Deighton to support a multi-phase initiative to enhance the management of its bridge and major culvert assets. The overarching goal was to move from fragmented, external asset management practices to a unified, integrated modelling environment using their existing environment in the dTIMS BA (Business Analytics) platform. The results would be delivery of a first-generation bridge and major culvert investment model for the agency.
Challenge
The primary challenge was the limited quality and availability of asset data, which could pose difficult for accurate modelling and analysis. Successful change management was another challenge, especially in shifting from external processes to a fully integrated asset planning workflow. Additionally, the project required complex data transformation and validation efforts, necessitating careful coordination across multiple teams.
Solution
In June 2024, Deighton and DTP began Phase 2. While this phase focused on enhancing DTP’s asset management capability, support strategic planning, and prepare the agency for more sophisticated future modelling, there were other key deliverables and goals outlined in the project.
Other Key Deliverables included:
- Finalizing and combining the Business Requirements Document (BRD) and Functional Requirements Document (FRD).
- Creating data schemas, loading inventory and condition data, and building transformations.
- Developing Life Cycle Cost (LCC) model parameters including treatment strategies and benefit models.
- Providing customized user training and final handover of the configured system.
- Running and validating analytical models with DTP.
Results
As a result of the successful Phase 2 implementation, DTP now has a unified first-generation bridge and major culvert investment model that enables informed, strategic decision making on bridge and culvert investments. This model gives the department an improved understanding of asset performance, renewal needs, and future liabilities.
