Challenge

The State of Vermont has been using dTIMS since 1994 to manage their 3,122 mi long network of paved roads. Vermont has been producing evidence-based pavement management programs since they first started using dTIMS and they publish their performance metrics on an agencywide dashboard. In 2018, the State issued an RFP for the implementation of the Vermont Asset Management Information System (VAMIS).

The challenge is maintaining the day-to-day operations of VTrans, and BGS during the project. Implementation of the VAMIS development activities will require an implementation plan that reduces the impact to ongoing business operations.

Solution

The solution will provide:

  • Data and information about asset characteristics, condition, and performance
  • Decision support functionality that will allow for making sound investments both within and across asset categories, including strategic reinvestment or disinvestment
  • Financial information concerning current asset value and the level of resources needed to maintain and improve assets to meet established goals and service standards;
  • Planning information about recommended or scheduled work on assets; and historical information about work accomplishments and investments
  • Historical information about work accomplishments and investments

The scope of work for VAMIS includes the following:

  • A Software Solution that addresses the Agencies business needs;
  • Professional Services to perform Technical Work in support of the implementation; and
  • Professional Services for Maintenance and Support of the implemented technology.

In 2019, Deighton Associates Ltd. was selected as the preferred vendor to deliver all items in the scope of work for VAMIS. The anticipated business outcomes of VAMIS are:

  • Cost savings resulting from a fully implemented and supported data management framework that assists each Agency in making the right treatment on the right asset and at the right time;
  • Customer Service Improvement in all areas for each Agency;
  • Risk Reduction resulting from a higher degree of asset data readiness thereby reducing financial and operational risk; and
  • Compliance with Federal transportation performance rules.

The full suite of dTIMS will be utilized for this project including Business Analytics and Operations Management. The initial asset classes that VAMIS will be responsible for are:
