Overview

With an established Pavement Management System already in place using dTIMS Business Analytics (BA), UDOT sought to take a proactive step toward securing the future of their pavement management practices. Facing the planned retirement of key personnel, the agency recognized the need to document processes, evaluate current system performance, and ensure a smooth transition for future users. The goal was not to reconfigure the system, but to better understand it—capturing institutional knowledge, identifying gaps, and building a clear path forward.

UDOT engaged Deighton to conduct a comprehensive dTIMS BA Assessment grounded in industry best practices and informed by over 40 years of asset management expertise, as well as alignment with the Global Forum on Maintenance and Asset Management (GFMAM) framework. The objective was to evaluate both the effectiveness of the existing system and its alignment with globally recognized asset management principles.

Solutions

Deighton delivered a structured, four-phase assessment designed to provide both organizational insight and technical clarity:

  1. Discovery Phase – Organizational Context
    The engagement began with understanding UDOT’s organizational structure, business processes, and long-term goals. This phase highlighted key dependencies, stakeholder needs, and risks associated with knowledge transfer.

  2. Stage 1 – Current State & System Health Check
    A detailed review of the existing dTIMS BA configuration was conducted to assess system health, identify unused or underutilized components, and evaluate how effectively the system supported current workflows.

  3. Stage 2 – Asset Management Maturity Assessment
    UDOT’s pavement management practices were evaluated against industry best practices, identifying strengths as well as opportunities to improve alignment with asset management standards.

  4. Stage 3 – dTIMS Roadmap Development
    Findings from the previous stages were translated into targeted recommendations. These recommendations were structured into actionable projects and consolidated into a formal roadmap, providing UDOT with a clear, prioritized path forward and how Deighton will help get there.

Results

The assessment provided UDOT with a clear understanding of their Pavement Management System and a strategic plan to guide its future.
